This is coming out of my desire to stop printing error messages about
(pledge, MAP_STACK, pinsyscalls, who knows what next) failures in dmesg,
and sometimes leaking small secret.

Instead I want to issue them to the controlling-tty, using uprintf(9)
or similar.  But then we still want some sort of system-wide visibility
that bad is happening, so I asked bluhm (who I know uses accounting already)
if we can raise the visibility of accounting

And he's hoping to enable account by default.
