I'd suggest trying a few recent kernels (see ftp.hostserver.de/archive
and openbsd.cs.toronto.edu/archive) and try to pin down when it started
affecting your system. If you can bisect kernel commits (use commands 
like "TZ=UTC cvs up -D '2024/05/01 00:00' -Pd" to update /sys to a
specific timed checkout) and narrow it down more closely that would be
even better.

A full report from "sendbug -P" (run as root to include the ACPI tables)
might be useful too.
