I hope this will go in. It's been annoying me for ages that every rule after
anchor "ftp-proxy/*"
gets the same rule number as
anchor "ftp-proxy/*"
when I look at it with
tcpdump -s 160 -n -e -ttt -i pflog0

(For now I have been putting the anchor and it's rules at the bottom
of pf.conf, so it won't destroy too much.)
