sdhc(4): zap Intel bus power quirk

With reference to the thread started by Hastings at https://marc.info/?l=openbsd-tech&m=172698492122450&w=2

I can confirm that his diff also fixes a 'can't enable card' error for an O2 Micro SD/MMC reader (Pci ID: 0x1217:0x8520) as found on a Panasonic Let's Note CF-SZ6, and the reader appears to operate correctly.

sdhc0 at pci1 dev 0 function 0 vendor "O2 Micro", unknown product 0x8520 rev 0x01: apic 2 int 17
sdhc0: SDHC 4.00, 50 MHz base clock
sdmmc0 at sdhc0: 4-bit, sd high-speed, mmc high-speed, ddr52, dma

Tested with a UHS-1 SDXC card.

Hoping that Majordomo is smart enough to add this reply to the original thread. Apologies for the noise if it doesn't work.
