Thoughts on this patch? It’s a one-line change. Note that the wording in POSIX 2024
was clarified to require this behavior, and it is the behavior in GNU and NetBSD sed.

The man page for sed will also need to be updated to add "Start the next cycle." to
the c command’s description.
