No objection to removing author names. (I looked to see if there was a
sensible way to add links to the RFCs in HTML output, which would make
it easier to look them up if wanted - but I don't think there is, at
least without the URL also showing up in the console output which
makes things much worse there).

It wouldn't be quite as bad if the underline was continuous (like it is
in mandoc's HTML output e.g. on man.openbsd.org), but the way it's split
between words doesn't look great on the terminal.

FWIW this is possible (at least for xterm and urxvt, maybe others),
though that's a bit ugly too..
