The comments in other generate_pkgconfig.sh scripts about configure
scripts using 'test -n "`pkg-config --cflags openssl`"' seemed
plausible, but actually on testing pkg-config(1) strips them
anyway:

...so yes, I agree, there seems to be no point. Updated diff removing
them below.
My test ports build didn't show any problems relating to this (only the
expected libffi issues); that was before making the change to remove
-L${libdir}/-I${includedir} but I see no difference in output with
/usr/bin/pkg-config or pkgconf with various flags so I think it's
still a valid test.
