I doubt that any of this has any chances of going anywhere.

Pandering to the personal preferences of one individual is not a goal
of the default installation.  If that is what you like, just do it
on your own machine.

For example, i object to setting any of the HIST* variables, i never
use any of these variables, among other reasons to improve privacy.
I do use your 'll' on a few machines but i'm no longer sure it's a good
idea because it isn't available anywhere, so it forms bad habits.
Supporting kshrc.local would be totally pointless because support
for two global config files (/etc/profile and /etc/ksh.kshrc) already
exists, no need for a third one.

Minimalism in default configuration files is a virtue, both regarding
their number and their length.  I'd rather have them shortened than
adding more clutter to them.

While some persons certainly have good reasons to prefer keyboard control
over mouse clicking or grouping over virtual desktops, gratuitiously
switching the default to a window manager based on non-traditional
paradigms is likely to cause disruption for many users.

Finally, as a new contributor, you have better chances submitting
patches that fix unambiguous bugs.  Stay clear of proposing policy
changes until you have become familiar with the culture.
