Yes, it was originally only for Zaurus.

Later it was made configurable for other drivers, but looking at
sys/dev/pci/drm/files.drm it seems that only inteldrm currently enables
rasops_rotation.

I'm skeptical that it would be usable in practice because at least the
underline code only supports 16bpp and I've not seen a dmesg posted to any of
the lists in the last few years with inteldrm running at 16bpp.

It seems like the rotation code has rotted and nobody noticed.  But it does
get in the way somewhat of further wscons development.
