No.   We avoid adding sysctl for broken harwware.  Stop the petition,
it will only harden my heart.

So instead, find developers who can fix the OTP disabling garbage
software, and if devices can be reconfigured using OpenBSD instead of
Windows to stop doing OTP, the firm position can be reconsidered.

There's another alternative available to you.  Linux!  Where any solution
to any problem you have is available with complexity you could never imagine.
