I have removed that <br> intentionally.  When looking at errata78.html
in Firefox it looked ugly as the spacing between </pre> and <a
href=...  was even bigger.  The new topic and vertical space should
be below the </a>.  Now the <pre> section is vertically centered.

validator.w3.org says it is correct html.

The <pre> section is very unusal, that is the reason for parser's
confusion.
