Of course it can. Claiming nvi would not behave the same way vi did,
although the original author made it exactly behave the same and even
left comments in the sources documenting he did, makes me think this
discussion leads to nowhere. You read those comments, so I expect you
understood why things are the way they are. Cursor movements are not
cheap. You want it to behave differently. So be it. Changing existing
behavior not backed by consistent reasoning just for personal habits
will be hard to communicate here.
