iwx is included in amd64 RAMDISK_CD, where powersaving seems pointless.

Can this be guarded with !SMALL, !SMALL_KERNEL and/or a new IEEE80211_UAPSD
in ifconfig, iwx and net80211, respectively?

Looks like IEEE80211_STA_ONLY is the only wifi code excluded so far.
