(Posting to tech@ because there's a diff, and misc@ because it's regarding
web content, not actual OS files, and I didn't know which was better.)

While browsing the upcoming https://www.openbsd.org/79.html I noticed that,
for amd64 and i386, instructions are given for CD and USB booting, and the
reader is directed to the INSTALL.arch file for details about PXE booting.

Notably, PXE is recommended if you can't boot from a floppy. But there's
nothing about what to do if you can. Since the instructions can be made
the same for both (read INSTALL.arch) I'm thinking that's it's better to do
so.

This is a nit, I know. Users should be sensible enough to figure this out.
But I made a diff anyway:
