TERM=xterm has never been documented as a working setting for the text
console in OpenBSD. The only safe values are vt200 and the various
wsvtXX (where XX corresponds to the number of lines).

However, changes which improve xterm-compliance are generally considered
a good thing.

I have implemented this ioctl based on your diff. Thanks for reporting
the need for this ioctl after the curses update, and sorry for taking
too long to act on this.
