that's not particularly unusual. one common paradigm with these is
that you can build a kernel with debugging enabled and then when you
actually want to use it you break into ddb, 'w rtwn_debug 1', 'c'

$ cat /sys/dev/{pci,usb}/*c | grep -c '_debug = 0;'
15
$ cat /sys/dev/{pci,usb}/*c | grep -c '_debug = 1;'
