Whoa, I am hearing a big misunderstanding.

Unveil creates a series of nested enclaves.

The permissions from a higher level are IRRELEVANT in a nested enclave.

If you do

   unveil("/", "r");
   unveil("/bin/ksh", "x);

That does not allow you read /bin/ksh.
