    Our man pages are not academic.  The intent is succinct, user-focused
    documentation explaining the capabilities, use, and limitations of a
    component.
    
    RFC citations only need a number and a name.  That satisfies discovery.
    
    Having our manual pages do all this extra is outside our mandate.
    
    I suspect we could remove 90% of non-RFC citations in the man pages
    and hurt noone.
