the www tree is not tagged, don't use -rOPENBSD_7_6.

-P prunes empty dirs, a www checkout with -rOPENBSD_7_6 is empty.

you're running cvs as root so your user cvsrc is probably not used.
also, running cvs as root is very much not recommended.
